James Mallinger’s passion for service ignited in 1989 as a volunteer firefighter, paving the way for a remarkable career. For the past 29 years, he has dedicated himself to serving Cedar Park, including the last 12 years as Fire Chief. His journey with the department began in January 1996, starting as a Firefighter and swiftly ascending through the ranks—Fire Lieutenant, Fire Captain, and finally Assistant Fire Chief by February 1999. Twice called upon to serve as Interim Fire Chief, Mallinger also spent six years as the City Emergency Management Coordinator. Today, he leads a dedicated team of 92 firefighters and four civilian staff, managing an annual budget of $16.8 million.
With nearly three decades of service to Cedar Park, Mallinger’s expertise extends beyond the fire station. He shares his knowledge as an Adjunct Instructor at Texas A&M Engineering Extension Service (TEEX) and Austin Community College. He holds a Master of Public Administration and a Bachelor of Applied Arts and Sciences from Texas State University, an Associate Degree in Fire Protection Technology from Austin Community College, and a Texas Firefighters Certificate from Texas A&M's Recruit Fire School. Nationally and regionally recognized, he is a Fire Service Chief Executive Officer, Executive Fire Officer, and Chief Fire Officer and a Certified Fire Executive.
A respected leader within his field, Mallinger serves as Vice President of the Capital Area Fire Chiefs Association, is a past President and member of both the Williamson County and Texas Fire Chiefs Associations and contributes as a board member for Austin Community College’s Fire Protection program and Texas State University's Master of Public Administration Program.
His term will expire on February 1, 2029.
